Update lockfile to ensure we are using the latest version of uv. The versions in the ci jobs are already covered.

We need to make a release of the updated docker base image.

EDIT: The lockfile changes were merged in already by a renovate PR, but this PR is now being used to pin a minimum uv version in the pyproject.toml files

This only handles this devcontainer uv version, and unfortunately not the projects using python-copier-template:

EDIT: just for clarity sake, I had "uv>=0.13.0,<0.14.0", in the pyproject.toml dependencies for the project I tested this on, but removing that line and rebuilding the devcontainer did not change the outcome of the uv version installed.

I have now added a minimum uv version to the pyproject.tomls, which will cause programs to fail at runtime if the uv version is too old.
