PyArrow 26.0.0 has dropped support for Python 3.10 (as documented in GH-50410). Since Python 3.10 is currently the active version tested in this environment (with other versions ignored in noxfile_config.py), upgrading unconditionally will break the installation and tests on Python 3.10.
To resolve this, use environment markers to restrict pyarrow==26.0.0 to Python 3.11+ and fall back to pyarrow==24.0.0 for Python 3.10. Note that per repository guidelines, we do not specify fallback versions or markers for Python versions older than 3.10.
