Imported ordinary ore patterns now follow hybrid and replacement limits. Explicit custom channels and third-party deposits keep their own behaviour.

This also fixes the Ore Sources editor for older imported selections, keeps inactive sources distinct from missing mods, and wraps the empty-list message in smaller windows.

Version: 4.1.3.110021. API and schemas are unchanged. Existing chunks and imported settings are left alone.

Checks: 315 tests, clean offline build and artifact audits, Eclipse classpath checks, packaged client fresh/reload, and imported-rule dedicated-server tests. The earlier full policy and copied-world upgrade checks also pass with the same generation code.
