Install NextJs
Replace Create-React-App scripts with NextJs
Update to React 19
Update to MUI 7
Update web-app Readme
Update Github Actions for the deployment of NextJs
Setup infrastructure for deployment (Domain transfer, Cloud Run, etc)
Assure 1-1 functionality with current state

As this is a large task, the goal will be to update all the packages and get a prod version out even if that means not utilizing SSR
