Adds a `uv.lock` file while updating `noxfile.py` and workflows to use the new nox sessions. Removes `requirements/` directory. `.pre-commit-config.yaml` is no longer used in CI, removing file. Pin local development python to 3.11 with `.python-version` Update documentation files. Added `# type: ignore` to the `read()` method of `CommentedConfigParser()`. Will address signature mis-match in another PR.
