Adds "Start in fullscreen mode" toggle under Settings > General. When off, LogViewer starts in a normal window centered on the screen instead of maximized. Default stays maximized to match prior behavior for existing installs.

- Fit and center the main window within the monitor work area before showing it
- Increase the default settings window height
- Add scrolling to general settings when vertical space is limited

Thanks for the contribution! The setting works well overall.

While testing on my laptop with a smaller screen, I noticed that starting in normal mode could place part of the window, including the title bar, outside the visible area. I adjusted the startup sizing and positioning to keep it within the monitor’s work area.

The extra setting also made the General tab slightly too tall for the default settings window size. I increased its default height and added a ScrollViewer so all settings remain accessible when the window is resized.
