Summary

• Updates ShortcutUniquenessTests.unboundActionsAreCounted ("Thirty actions ship unbound"), now unboundActionsAreListed ("Only the listed actions ship unbound"): it pins the 31 unbound actions by name instead of a count.
• Fixes the red Unit plan on main: feat(tabs): pin a tab so bulk close leaves it open #3726 (pinTab) and feat(datagrid): write one typed value into every selected cell #3717 (setCellsToValue) each bumped the count from 29 to 30 and merged cleanly into 31.
• Both ship unbound on purpose (Pin a tab so bulk close leaves it open #3630, Write one typed value into every selected cell #3626). Two PRs that each add one now touch different lines of the list.
• A failure names the actions: unbound but not listed, or listed but given a default.
• newlyRebindableCommandsAreListable also covers .pinTab.

Test plan

• ShortcutUniquenessTests fails on main (31 unbound, 30 expected) and passes here.
• DefaultShortcutHygieneTests, ShortcutConflictTests, ReservedShortcutTests, KeyboardSettingsSanitizeTests, KeyboardSettingsMigrationTests, ShortcutHintTests, BareKeyValidationTests, MainMenuShortcutCoverageTests pass.
