Adds a pre-release channel for the 6.0 candidates.

  • semantic-release branches: master as before, plus next with prerelease: "rc".
  • release.yml also runs on push to next. The file name and environments are unchanged, so the trusted publisher still matches.
  • concurrency: group: release, so master and next releases never push tags and notes at the same time (sdk-python and sdk-dotnet already have it).
  • A push to next releases X.Y.Z-rc.N to npm under the next dist-tag (never latest), with a GitHub release marked as a pre-release. master keeps releasing as before.
  • README "Releasing": how candidates work, and how the final release happens (merge next into master with a merge commit after the server 6.0 release).

Releases nothing (ci:). After this merges, next is created from master and the breaking PRs are retargeted to it.

Dry run (semantic-release 25.0.9 against a file:// bare clone, analyzer and notes only): feat! on next gives 6.0.0-rc.1 on the next channel, a following fix: gives 6.0.0-rc.2, master releases nothing, and merging next into master gives 6.0.0 on the default channel.

Pushes to next release X.0.0-rc.N under the npm dist-tag next and a GitHub pre-release; master keeps releasing to latest.
