Dropping the updated androidx.test prebuilts into AOSP causes `:docs-public:docs` build failures with a javadoc warning because `SdkSuppressFilter` referenced `org.junit.manipulation.Filter`, which does not exist in JUnit 4. Qualify the javadoc link with the correct package `org.junit.runner.manipulation.Filter` so that documentation tools (such as Dackka) can resolve the reference against the registered JUnit package list. This unblocks AOSP androidx incremental builds when importing updated androidx.test prebuilts. PiperOrigin-RevId: 1012285286
