fix(helm): track latest Vermeer image - #3438

Use the latest Vermeer tag and Always pull policy for development charts. Keep explicit digest overrides and document upgrades from the previous pin. Cover standalone, cluster, and token helper image rendering.
Replace the Vermeer source link with its Apache repository. Remove references to the external publishing workflow repository. Correct the description of the former pinned image.
Document the current Vermeer image defaults and compatibility. Remove the temporary tag, digest, and source commit references. Keep guidance for image selection and reused values.
