Part of #1551.
Set first-row-id and added-rows on new snapshots and enable V3 appends end-to-end. Validation and next-row-id advancement in add_snapshot are already merged.

I'm working on this, following @moomindani's suggestion in #3624 (comment). The branch is based on #3624, because
added-rowscomes fromManifestListWriterV3.next_row_id. I'll open the PR once it's ready and rebase after #3624 merges.Support row lineage assignment on commit

The fix for this is up in #4102. It builds on #3624 (V3 manifests), and V3 writes are still disabled on main until the V3 metadata work lands. As far as I can tell, that work was in #3551, which the stale bot closed on Oct 20 before it got a review. Would it be possible to reopen it, or would it help if someone carried it forward? I'd be glad to help with either. Thanks to everyone who has been working on V3 support!
