On pull_request events GITHUB_SHA is GitHub's temporary merge commit, so the job summary and PR comment showed a commit that isn't in the PR. The report now uses pull_request.head.sha from the event when present and falls back to GITHUB_SHA for pushes.

• src/report.js: commitSha() reads the PR head from the event payload.
• test/report.test.js: covers the PR and push cases (81 tests pass locally).
