Build the experimental Coder Workspaces view on @repo/ui: filters, nested agents and dev containers, app statuses, live agent metadata, Agent chat badges, and open and dashboard actions. A failed refresh keeps the last list behind a retry banner. Add Banner to @repo/ui, make DropdownMenu non-modal by default, and compile package sources with the React Compiler in webview tests.

Implements VSC-1: the experimental Coder Workspaces view, built on
@repo/ui.Also adds
Bannerto@repo/ui, makesDropdownMenunon-modal by default, and compiles package sources with the React Compiler in webview tests. A render-cost test checks that clock ticks don't rebuild the tree.
