📜 Description

Remove the remaining @ApiStatus.Experimental annotations from the stable check-in API surface:

• CheckInUtils
• Check-in capture adapters and no-op implementations
• Cron and ignored-check-in options
• Quartz listener and Spring Quartz configuration for Spring, Jakarta, and Spring 7

This changes API status only; check-in behavior remains unchanged.

💡 Motivation and Context

The main check-in APIs were already promoted after #4673 concluded that the API was stable and had no planned redesign. These annotations were left behind on helper, adapter, option, and integration APIs.

💚 How did you test it?

Ran:

./gradlew spotlessApply apiDump

The build completed successfully and generated no API dump changes.
