Ports the RewardsManager tests for same-block signal and allocation updates and for inverted reward snapshots to Foundry on the issuance test base, and deletes the TypeScript tests they replace. The snapshot tests write RewardsManager storage directly, so a first test checks the storage layout they rely on. Stacked on #1384.
