Deletes packages/contracts, which held no contracts after the earlier moves and ports, along with deployment's contracts artifact loader and the artifactPath fallback, and updates the docs, README, publish workflow and toolshed comments to name the packages that now own each contract. All 18 frozen bytecodes still match and the fork sync output is identical to the parent's.
