TESTING.md §3.27 freezes usage IDs, which is why the factory renames kept the old IDs. Nothing has published at 1.0 yet, so this realigns the three IDs once, in every SDK at the same time, before the 1.0 release PRs merge. The spec PR records this as the only pre-1.0 exception; the freeze holds from 1.0.0 on.
