[P2] Increase the caller timeout when adopting the new stream budget

The action at main now allows a 30-minute response stream (microsoft/IssueLens#55), but this workflow still has timeout-minutes: 20. Consequently, a valid long-running request can be canceled by GitHub before the action receives its completion event and saves its response/summary. Please increase the job timeout to 45 minutes alongside this ref change, as recommended by the upstream action timeout contract, which accounts for setup, discovery, token acquisition, and the full stream budget.

Affected reference: .github/workflows/issuelens-run.yml:38.

Approved as-is at the maintainer’s explicit request. The maintainer accepts the previously raised caller-timeout concern; this approval supersedes my earlier changes-requested review.
