Refreshes the big-tests WDL, frozen in the Ubuntu 20.04 / Python 3.8 era: 24.04 base images, https for the CRAM reference (NCBI retired FTP), sysconfig-based Python module path instead of the hardcoded python3.8 path, rustup for a current Rust toolchain (ctest runs cargo_test), PEP 668 pip fix, git-core to git. Both datasets re-verified live; passes miniwdl check.
