[sh1pt-actions-fleet]

Scope

Add a configurable sender blocklist before CLI SMTP sending and before provider fallback, so a blocked account cannot send through either configured path. Mailbox-reading commands are unchanged.

Verification

• bun test test/mail.test.ts — 81 tests

The guard only takes effect after EMAIL_QUEUE_BLOCKED_SENDERS is configured for the CLI environment. No production configuration was changed.
