- Windows SCEP item: add Key size 2048 (Iru's 1024 default fails at
the CA), leave Valid period unset (the Agents authority sets the
  lifetime)
- Match Iru field labels and section layout in both SCEP sections
- Set Install on for both SCEP items
- Update API token permissions flow, auto-approval, Settings tab and
  SCEP URL format
- Windows Custom App/Script item types, run-once script behavior
- Add Windows enrollment via the Enrollment Portal
- Use sc.exe instead of sc (Set-Content alias in PowerShell)
- Note that deleting the items leaves the agent installed on Windows

Link releases.smallstep.com to the Windows agent files. Tell the
reader to get the product code from the file details there, not
from a PowerShell script. Make the uninstall steps shorter.

Smallstep now publishes the agent MSI as a .zip archive for Iru. Thus:

- Link the .msi.zip files, not the .msi files.
- Remove the step that compresses the MSI, and renumber the steps.
- Get the product code from the file details on
releases.smallstep.com. Keep the PowerShell script as a fallback
for an MSI from another source.
- Say that the MSI in the archive has a versioned filename, also in
  the _latest archive.

Do not merge before these two conditions are true:

- A step-agent release publishes the .msi.zip files (agent#1282).
- releases.smallstep.com shows the MSI product code
  (packages.smallstep.com#67 is deployed).

If this PR must merge before then, keep the manual zip step.
