Adds a `SECURITY.md` pointing to <https://sourcegraph.com/security>, matching the one in [sourcegraph/sourcegraph](https://github.com/sourcegraph/sourcegraph/blob/main/SECURITY.md) and [sourcegraph/zoekt](https://github.com/sourcegraph/zoekt/blob/main/SECURITY.md), and the same change as sourcegraph/deploy-sourcegraph-docker#1434.
