Description

Upstream stackrox deleted deploy/k8s/deploy-local.sh in stackrox/stackrox#23394. The new deploy scripts use roxie by default, and the old flow is deprecated. Our "Smoke Tests" job failed with ./deploy/k8s/deploy-local.sh: No such file or directory.

This PR moves the smoke workflow on main to roxie. Release branches are handled separately by #289, which pins release-5.0.

Image tag: a new step picks the newest nightly tag from quay.io/stackrox-io/main. It takes the first tag that is a manifest list, because roxie needs a real version tag and latest doesn't work.
Deploy: the workflow calls deploy/deploy.sh rather than deploy/deploy-local.sh, because deploy-local.sh doesn't pass arguments through. The stackrox repo's scripts/roxie.sh downloads roxie itself.
Registry: images come from the public quay.io/stackrox-io registry (--set roxie.imageRegistry). The operator bundle comes from the public quay.io/rhacs-eng/stackrox-operator-bundle, so no secrets are needed.
Smaller deployment:
- --resources small and --single-namespace.
- Scanner V4 is disabled.
- Scanner V2 - we had SCANNER_REPLICAS: "0" for Scanner V2, but it has been removed upstream, so nothing is needed for it.
- Collector runs with NoCollection.
- Admission control has enforcement disabled and 1 replica.
Waiting: --central-wait 10m. roxie waits for the Central and SecuredCluster resources to be Available, so the "Wait for Central pods ready" step is removed.
The "Remove resource constraints from Sensor" step is also removed.

The tag lookup was run locally and returned 5.1.x-nightly-20261029
A CI run showed the roxie deploy bringing up central, central-db, sensor, collector and admission-control
