Walkthrough
The build and release workflows update action versions and permissions. Dependabot checks GitHub Actions weekly. A new pull-request workflow runs a pinned lockfile verifier.
Changes

Summary
Update build and release workflows .github/workflows/build.yml, .github/workflows/release.yml
The build workflow updates action versions and sets read-only contents permission. The release workflow grants write permission and updates checkout settings.
Configure action updates and lockfile verification .github/dependabot.yml, .github/workflows/verify-lockfile.yml
Dependabot checks GitHub Actions weekly. A pull-request workflow installs and runs the pinned lockfile verifier with read-only repository permission.
The workflows use appropriate permissions, disable persisted checkout credentials, and verify a matching action lockfile configuration. No merge-blocking issue remains.

Review comments at @.github/workflows/build.yml:
- Line 22: Restrict the build workflow token to contents: read and set
persist-credentials to false on every actions/checkout step so build commands
cannot access persisted checkout credentials. Preserve the existing triggers and
build steps.
Review comments at @.github/workflows/release.yml:
- Line 12: Update the workflow’s permissions and checkout configuration: declare
workflow-level permissions with only contents write access, and set
persist-credentials to false on the actions/checkout step. Keep the release
step’s explicit GITHUB_TOKEN environment unchanged.

Merge the current upstream branch, which added a sanitizer job after the lockfile branch diverged. Use the already-locked actions/checkout@v6.1.0 reference for that job so PR verification covers it too; no new lockfile dependency is required.

The sanitizer checkout finding is covered by a2025dd: all six build checkouts now disable credential persistence, and the workflow limits the token to contents: read.
