Adds a versioned Ed25519 licence envelope and strict Rust verifier, plus a Node.js operator tool that generates signing keys and private CSV batches without overwriting files or printing secrets. Frozen cross-language vectors cover existing-key compatibility. Production signing keys are deliberately not generated or embedded.
Closes #1228. First slice of #1217; no trial or runtime enforcement yet.
Validation: Node.js 24 / Rust 1.97.1; prediction resources fetched and verified; npm lint, npm test (312 UI tests plus 21 Node tests), npm build, cargo fmt, cargo clippy, and cargo test (844 unit tests plus 8 integration tests passed; 4 environment-dependent tests ignored). Independent review of head 5e0e1d4 found no actionable findings. Native CI validates both supported platforms.
Final CI: all applicable checks passed at
5e0e1d4970ada20520c8c7ab24b5994dd60124a2, including macOS app/DMG, Windows NSIS installer/package verification, packaged prediction/neural checks, frontend tests/build and dependency audit. Feature remains unmerged and production deployment is out of scope for this PR.
