Synchronize the shared guidelines from 0.0.42 to 0.0.48 and install the canonical P0/P1 review rules and PR lifecycle directly in root AGENTS.md. The independent review policy remains revision 1; its provenance and the shared CI executable are pinned to 1c957669005eea010131c53f0a4146db2ccf7859 (codex-review-v1).
The complete AgentGuidelines tree matches the published 0.0.48 tag exactly: efe891dd15096b3b548fa31859cfeabfdc0b9f86. The generated-subtree attribute is retained. Substantive shared-policy changes were reviewed centrally in thatfactory/agent-guidelines#57 and the requested wording patch in #58; verify provenance before excluding this synchronized copy from substantive consumer review.
The hosting CI check is required and verifies the latest published policy, rejecting stale/modified/duplicate contracts and incorrect or unavailable provenance. The lifecycle uses one automatic opening/ready review, bounded monitoring, and local verification of batched remediation. The configuration now states “Automatic Codex PR review is enabled.”
Validation: exact tagged-tree provenance, latest public policy verification, full consumer integration, workflow YAML, Markdown wrapping, and diff checks passed locally. Required project CI will run for this head. This ready PR is the initial automatic review; no duplicate manual review is requested.
