Test against Docker 28 and 29 in CI - #616

Summary
Moves the CI Docker matrix from 26/27 to 28/29, the two currently supported Docker Engine majors, and updates the README's "tested against" line to match.
Docker 26 and 27 are end of life. All four majors are still published in Docker's apt repo for the runner's Ubuntu release, so the existing pin-and-downgrade install step works as-is (
