Reuse plugins and themes downloaded from WordPress.org across scenarios - #404
Many scenarios install plugins or themes from WordPress.org only to set up the test, and each install queries the WordPress.org API and extracts the package again. Plugins and themes installed through Given these installed plugins:, Given these installed themes: or their and active variants are now downloaded once and copied from a local cache afterwards. The existing Given these installed and active plugins: step uses the same cache.
Each draft pull request below points wp-cli/wp-cli-tests at this branch. Its Testing workflow ran through workflow_dispatch, together with the same workflow on an unchanged copy of the default branch, three times each where possible. Times are the Run Behat step summed over the matrix jobs that ran in every measured run (median over runs, in job minutes). Retried jobs passed only because behat-rerun repeated their failed scenarios.
Scenarios that failed at least once in a measured run, including runs where behat-rerun then passed them.

New Features
Setup steps can now install themes as well as plugins, with activation optional.
Each extension can be specified with a version and force option.
WordPress.org extensions can be reused from a local cache after their first download; URL and ZIP-based extensions are installed each time.
Theme setup also installs a required parent theme when needed.
Added scenarios covering extension installation, activation, version selection, and cached assets.

only still-valid issues, skip the rest with a brief reason, keep changes
minimal, and validate.

Walkthrough
The Behat installation step now supports plugins and themes, with optional activation and per-line version or force options. WordPress.org extensions can be copied from a local cache. Integration scenarios cover installation, activation, versions, and theme files.
Changes: Plugin and theme setup
Layer / File(s)
Summary
Expand the installation step composer.json, src/Context/GivenStepDefinitions.php, src/Context/FeatureContext.php
The step accepts plugin or theme inputs and optional activation. It parses supported slug lines and passes other inputs to the WordPress installation command. The development dependencies include wp-cli/extension-command.
Cache extensions and verify setup src/Context/FeatureContext.php, features/behat-steps.feature
The installation logic checks and stores cached extensions, accounts for theme parent directories, and uses cache paths that include extension type, install flags, WordPress version, and PHP version. Added scenarios verify plugin and theme installation, activation, versions, and theme files.

The new plugin and theme setup step can fail when given a local ZIP file with activation, and it can overwrite an already-installed extension from the cache without an explicit force option. Direct-install URLs containing special shell characters and multi-theme activation lists can also fail. Resolve the ZIP handling and the overwrite behavior before merging.

Explanation
The implementation satisfies #375. given_these_installed_plugins_or_themes() covers installed and active plugin and theme steps. install_extensions() uses a local cache for parsed WordPress.org slugs and caches newly installed extensions. It also handles cached parent themes. URL and ZIP inputs retain per-install behavior. The added Behat scenarios verify first installation, version 0.8, activation, cached installation, parent-theme installation, and blocked HTTP requests.

Classify local ZIP files before WordPress.org slugs.
If a step supplies a bare filename such as my-plugin.zip, the slug regex accepts it. The installer then runs wp plugin activate my-plugin.zip, although the ZIP can install a plugin under a different name. The active setup step fails after installation. Treat existing ZIP files as direct-install inputs so WP-CLI can install and activate them together. ZIP paths are supported install inputs. (developer.wordpress.org)

Do not replace an installed extension without --force.
If a cached slug is already installed, this branch deletes its directory even when the line omits --force. A repeated setup step can therefore erase changes that the scenario made to plugin or theme files. Skip the replacement unless the line requests --force, or preserve WP-CLI’s existing-install behavior. WP-CLI defines --force as the option that permits overwriting an installed version. Escape the direct-install argument before shell execution.
The base plugin step already joined inputs without shell escaping, so this is not a new plugin regression. The PR applies the same behavior to the new theme steps. A supported direct-install URL containing & can be split by the shell.
Do not quote the complete line. Preserve options such as --force and --version=x as separate arguments.

Pass only one theme to wp theme activate.
If an active-themes step lists two parsed slugs, this command passes both to wp theme activate. That command accepts one theme, so the setup step fails after installing them. For themes, activate the selected final theme separately; keep multi-plugin activation unchanged. (developer.wordpress.org)
