Make the Docker workers run on older PHP versions and without a host database - #413
The php:7.4 and php:8.0 images are based on Debian 11, which ships SQLite 3.34.1. The SQLite integration plugin (3.1.2) needs 3.37.0 or later, so with WP_CLI_TEST_DOCKER_PHP=7.4 every SQLite scenario failed in wp core install with:
Error: One or more database tables are unavailable. The database may need to be repaired.
which WordPress shows instead of the underlying The SQLite version 3.34.1 is not supported. Minimum required version is 3.37.0.
The Dockerfile now builds SQLite 3.54.1 (checksum verified) into /usr/local/lib when the system one is older than 3.37. PHP links to the shared library, so it picks up the newer one without being rebuilt. SQLite is built with the options Debian uses, since older PHP versions call sqlite3_column_table_name, which only exists with SQLITE_ENABLE_COLUMN_METADATA. This takes about 30 to 90 seconds once per image; images of PHP 8.1 and newer skip it.
Images of PHP 7.2 and 7.3
These did not build at all:
The archive fallback did not rewrite security.debian.org, so apt-get update still failed on Debian 10.
PHP before 7.4 takes --with-freetype-dir/--with-jpeg-dir for gd instead of --with-freetype/--with-jpeg.
No host database needed with WP_CLI_TEST_DOCKER_DB
The Docker mode is now resolved before the database check. With WP_CLI_TEST_DOCKER_DB set, the containers bring their own server, so the check is skipped. Before, a host without a MySQL client fell back to SQLite even though the containers would have run MySQL.

New Features
Docker execution for test runs can be disabled, used as an automatic fallback, or required. Requiring Docker reports an error if it is unavailable or incompatible with the test environment.
When Docker runs tests with a configured database image, a database client on the host is no longer required. Behat tags also reflect the configured image’s database type and version.
Documentation
Updated the parallel-testing guide to explain how to choose a database image.
Bug Fixes
Windows continues to disable parallel workers without automatically disabling Docker test execution.
…database
The images of PHP 8.0 and older are based on Debian releases whose SQLite is older
than the 3.37 the SQLite integration plugin needs, so every SQLite scenario failed with
"One or more database tables are unavailable". Build a current SQLite for them, with the
options Debian uses, as PHP calls the functions they enable.
The images of PHP 7.2 and 7.3 could not be built at all: their security repository
was not moved to the archive, and their gd extension takes the older configure options.
With WP_CLI_TEST_DOCKER_DB set, the containers bring their own database server, so
the host no longer needs a client and a server only to have its check fall back to SQLite.

Walkthrough
The Docker image setup adds compatibility changes and a conditional SQLite build. The Behat runner adds Docker mode controls, adjusts database checks and Windows worker handling, and detects the database type and version from a configured image. The documentation describes database-image configuration.
The Dockerfile redirects Debian package hosts and retries GD configuration with legacy directory options. It builds SQLite from a checksum-verified source archive when the installed version is older than 3.37.
The runner parses WP_CLI_TEST_DOCKER to disable Docker, allow fallback, or require Docker. It applies availability, Windows, and coverage restrictions. When Docker and WP_CLI_TEST_DOCKER_DB are set, it skips database-client checks. Tag detection can use the database type and version from a MySQL or MariaDB image. Windows still disables parallel workers. The test checks MariaDB version filtering, and the documentation describes specifying a database image.
wp-cli/wp-cli-tests#391 — The PR adds Docker execution controls to the Behat runner, which relates to the issue’s container-based worker execution. It does not add the issue’s snapshots, tmpfs storage, or per-worker networks.
wp-cli/wp-cli-tests#392 — The PR uses the configured Docker database image to determine database tags. It does not add the requested reporting or strict mode.

If Docker setup fails in auto mode, host Behat can run with tags chosen for the wrong database, so some scenarios are skipped or mismatched. Fix the fallback path before merging. The new tag test should also be isolated from inherited environment variables so it does not fail on machines that set them.

With WP_CLI_TEST_DOCKER_DB set, the host's database check is skipped, so the
scenarios have to be selected by that image instead of the host's database, or
a host without a client would leave out every scenario that needs MariaDB.
Also enable FTS5 in the SQLite built for older PHP images, as Debian does.

Isolate Docker variables from inherited test state.
The existing tests can fail if PHPUnit inherits WP_CLI_TEST_DOCKER and WP_CLI_TEST_DOCKER_DB, because the subprocess selects the database type from the Docker image while the expectations use WP_CLI_TEST_DBTYPE. Clear and restore those variables in tests that assert host database behavior, or derive expectations from the selected Docker image. This affects only an unusual inherited environment; the repository does not configure these variables for PHPUnit or CI.

WP_CLI_TEST_DOCKER and WP_CLI_TEST_DOCKER_DB values cannot make subprocess
database selection disagree with expectations; clear and restore these variables

Isolate the test environment.
If GITHUB_TOKEN is set, the script omits ~@github-api, but this test expects it. If WP_VERSION=trunk, the script adds ~@broken-trunk. Either setting makes the unit test fail. Clear both variables for this invocation, using run_with_env() to restore them afterward. (raw.githubusercontent.com)

Re-run host database detection before recalculating fallback tags.
When Docker preparation fails in auto mode, utils/behat-parallel.php switches to host Behat but keeps the existing tag arguments. The host database check also ran before Docker preparation and was skipped while Docker mode was enabled.
Clear the Docker mode, run the host database check, and then recalculate the tags before starting host Behat. Recalculating tags alone is insufficient because the host database type, including the SQLite fallback, may not have been detected.
