[OMNIML-6429] [1/3] Move the speculative-draft check and the TRT-LLM enc-dec list into library modules - #3223
Part 1 of 3 of a series that makes examples/hf_ptq free of named-model branches. The example decided how to load, calibrate, preview and refuse a model by testing its name; that knowledge belongs with the model, in modelopt/torch/models (the per-model-type registry from #1828 and #2576-#2580) and in the library module that owns the topic. This part involves no registry: it moves two checks that are about models, not about the example, into library modules, and the example imports them.
is_speculative_config in modelopt.torch.speculative.utils: whether a checkpoint is a speculative-decoding draft (Eagle, Medusa). A draft keeps its base model's model_type, so its architecture is what tells them apart, and no per-model-type registry could.
is_trtllm_enc_dec_export in modelopt.torch.export.trtllm.enc_dec: which encoder-decoder families the deprecated TensorRT-LLM checkpoint exporter takes. It sits next to that exporter and goes away with it in 0.49.0.
No behavior change. is_speculative_config returns a bool, where the old helper returned the architectures list, or None, for a config without a matching architecture.
The series
Merge in this order. Each part builds, carries its own tests and passes CI without the later ones. The whole change as one diff is the draft #3217, for reference only and not for merge.

Summary by CodeRabbit
Improvements
Model handling now recognizes speculative configurations using their architecture names, improving consistency when loading models and applying offload warnings.
Encoder-decoder export classification now identifies supported model types, including T5-family models, BART variants, and Whisper, while excluding unsupported types.
Tests
Added coverage for speculative configuration detection and supported encoder-decoder export classifications.
The change adds shared predicates for encoder-decoder export classification and speculative configuration detection. HF PTQ utilities use these predicates instead of local classifiers. Tests cover the predicates and remove obsolete stubs and assertions.
Adds an encoder-decoder export predicate and a speculative configuration predicate. Unit tests cover supported and unsupported model types and architecture names, including missing or empty architecture lists.
Use shared predicates in HF PTQ examples/hf_ptq/example_utils.py, tests/examples/hf_ptq/test_example_utils.py, tests/examples/hf_ptq/test_hf_ptq_model_type.py
HF PTQ uses the shared predicates for speculative-model loading and the offload warning, and removes its local classifiers. Example tests remove stubs and assertions for the deleted helpers.
NVIDIA/Model-Optimizer#3139: Changes the encoder-decoder classification test to call the HF PTQ helper that this change moves into a library module.

…brary modules
examples/hf_ptq decided whether a checkpoint is a speculative-decoding draft by looking for
"Eagle" or "Medusa" in its first architecture name, and whether the TensorRT-LLM exporter takes an
encoder-decoder model from a list of model types. Both are facts about models, not about the
example, so they move to modelopt.torch.speculative.utils.is_speculative_config and
modelopt.torch.export.trtllm.enc_dec.is_trtllm_enc_dec_export, which the example imports.
No behavior change. is_speculative_config returns a bool where the old helper returned the
architectures list, or None, for a config without a matching architecture.

Nudge: the refactor preserves existing routing, but the new speculative test should extend the existing module-level suite.
Needs action:
Move the parametrization from tests/unit/torch/speculative/test_is_speculative_config.py into test_speculative_utils.py, retaining all cases. CONTRIBUTING.md requires module-based test filenames and extending existing suites.
No action needed:
Existing-test edits are justified: the encoder-decoder matrix moved intact, and the removed mocks were redundant for their non-draft fixtures.
CONTRIBUTING.md names a test file after the module it covers, and
test_speculative_utils.py already tests modelopt/torch/speculative/utils.py.
Its tiny-tokenizer import skips the module when transformers is not
installed, so the separate importorskip goes away with the old file.

Done in 75f37b3: test_is_speculative_config moved into tests/unit/torch/speculative/test_speculative_utils.py with all six cases, and test_is_speculative_config.py is gone. That module's tiny-tokenizer import already skips it when transformers is not installed, so the separate importorskip went with the old file.

LGTM: the prior test-placement concern is resolved; human sign-off remains for the justified existing-test edits.
Needs action:
Confirm the existing-test edits in tests/examples/hf_ptq/ and test_speculative_utils.py: the export matrix moved intact, redundant non-draft mocks were removed, and speculative coverage extends the existing suite.
No action needed:
✔️ Resolved: all six speculative cases now live in test_speculative_utils.py; the standalone test file is gone.
Checked get_model, export selection, and layerwise guards: routing is preserved. Tests were inspected, not executed.
Review guidance: main; its commit SHA was not exposed by the repository tools.
test_is_trtllm_enc_dec_export moved from tests/examples/hf_ptq/test_hf_ptq_model_type.py to tests/unit/torch/export/test_trtllm_enc_dec.py with the same nine cases. Only the hf_ptq fixture, which it no longer needs, is gone.
The three removed monkeypatch.setattr(example_utils, "is_speculative", ...) lines patched a helper that this PR takes out of example_utils. Their fixtures' architectures are not drafts, so is_speculative_config returns False for them unpatched, and the tests pass.
The six speculative cases extend test_speculative_utils.py, the suite for modelopt/torch/speculative/utils.py.
Separately, bae1977 dates the license headers of the two files this PR adds 2026, as LICENSE_HEADER does (raised on #3224 and #3225).
