Implements IDS 1.0 classification matching, including classification ancestors, per-system occurrence overrides of inherited type classifications, and external references on non-root resources. Optional and prohibited facets evaluate the complete classification match. Serialization preserves system, value, URI and instructions.
This branch depends on #822 and includes its two commits unchanged. It addresses the classification gap tracked in #830 and #831.
Validation: 27 unchanged public buildingSMART classification fixtures pass, including non-root resources and empty classification names. The complete IDS suite passes (44 tests), core TypeScript compilation passes, and ESLint passes for the changed TypeScript files. Fixture attribution and the original license are included.
