Description

Replaces the spinner in APIKeysTable's first-load state with skeleton rows, following packages/mosaic/docs/skeletons.md.

  • While isLoading, the view feeds three placeholder keys through the same row markup (one never used, one with an expiry). Row text is wrapped in Skeleton; the row menu uses Skeleton visible={false} so rows keep their height.
  • The table body is the skeleton container while loading: SkeletonContext, aria-hidden and inert. The header row, search and Create button stay real, since the docs leave "controls as bones on first load" open.
  • One always-mounted role='status' message reads "Loading API keys", then "API keys loaded" (new loaded message), so screen readers hear both the start and the end.
  • Page changes are unchanged: the model keeps previous rows (keepPreviousData), so this only covers first load.
  • Adds a swingset Loading story with a Reload button that fakes a 2s load. In that story, skeleton and loaded rows measure the same height (63px; 62.5px for the last row).

Open questions:

  • Table.SelectCell renders its own <td> and checkbox, so the view can't wrap the checkbox in Skeleton visible={false}. With onBulkAction (only used by the swingset "Proposed table" story), the checkbox stays real, inside the hidden, inert body. Should SelectCell support wrapping?
  • Whether the toolbar and header should be bones on first load is still open in the docs.

Checklist

📝 Walkthrough

The API keys table now displays skeleton rows and a loading status while its list request is pending. After loading, it announces completion and displays the results. A Swingset story demonstrates the loading state and provides a Reload control.

Assert the skeleton rows during the held request.

The loading assertions only see the visible header row. Because the loading body has aria-hidden, the old spinner or empty body can still satisfy one row and no button. Assert the hidden row set while the request is held so the test requires the header plus three skeleton rows.

Do not announce “API keys loaded” after an error.

After the initial request fails, the hook exposes isLoading === false and isError === true. The view then renders the error state but still announces m.loaded. Suppress the status message for errors.

Add an explicit return type to Loading.

The coding guidelines require this for *.ts/*.tsx files: "Always define explicit return types for functions, especially public APIs". Loading is an exported function without one. Use React.JSX.Element or import type { JSX }.
