Collect the scope-based duplicate event detection PR stack. This branch intentionally contains only an empty commit; the stack PRs are merged into it with merge commits before this PR is squash-merged into main.

💡 Motivation and Context

Reusable or singleton exception instances can currently be suppressed across unrelated requests by SDK-global throwable identity deduplication.

resolves: #6365

💚 How did you test it?

The individual stack PRs contain focused core, Android, logging, and Spring tests. The complete stack passes :sentry:test, Spotless, Kotlin ABI generation, and the affected integration test suites.
