Frozen contracts move unchanged to graph-core and graph-token; living contracts (RewardsManager, L2GNS, L2Curation) are ported to 0.8 into issuance and subgraph-service in a new Phase P. EpochManager goes to graph-core, subgraph-discovery is removed, legacy keeps plain files, and Ignition keeps only deploy:protocol on live artifacts.
P3 moves the frozen discovery contracts to graph-token, P4 moves EpochManager to graph-core, P5 drops legacy's bytecode check and P6 simplifies Ignition. RewardsManager and Phase 2a move to the Phase P plan.
Ports compile without viaIR, hotfixes may branch from the pre-port tag, Pa is a major interfaces release, legacy keeps a source-hash check, and the ignition-records-final tag waits for P5 to merge. The plan fixes the P4 manifest order and restores the prepack, interfaces dependency and clean-before-build edits.

Adds the design for removing
packages/contractsandpackages/contracts-testby moving each live contract to the package that owns it, and the implementation plan for each phase of that work. Plans are added here as each phase starts, so this PR is the single place for the docs; it has no code changes and is not meant to be merged.
