security: harden CI workflows, session cache, debug dump and cookie opt-out (PER-8912, PER-8915, PER-8916, PER-8920, PER-8922) - #282
Hardening changes from an internal security review. All behaviour stays fail-open; nothing here can break a customer's test run.
PER-8912 — Pin GitHub Actions. Every uses: in test.yml, lint.yml, release.yml, changelog.yml and stale.yml is now pinned to a full commit SHA with the version as a comment (same versions the floating major tags resolved to today).
PER-8920 — Least-privilege workflow permissions. Every workflow now declares permissions: (default contents: read); changelog.yml gets contents: write + pull-requests: read for release-drafter, stale.yml gets issues/pull-requests: write.
PER-8916 — workflow_dispatch CLI build. The branch input was already passed via env; the job's token is now read-only and the remaining inline expression in that shell step uses $GITHUB_WORKSPACE. The step still builds the requested percy/cli branch, which is its purpose.
PER-8915 — Session cache locking.Cache reads, writes and expiry cleanup now run under a class-level RLock, so parallel runners sharing one process can't hit "dictionary changed size during iteration".
PER-8922 — Responsive debug dump. With PERCY_LOGLEVEL=debug, the responsive-capture dump is written to an owner-only temp file (tempfile.mkstemp) with cookies left out, and its path is logged, instead of a fixed output_file.json in the working directory.
Cookie opt-out. Cookies are still forwarded by default (the CLI needs them for authenticated asset discovery). Setting PERCY_DO_NOT_USE_CAPTURED_COOKIES=true sends no cookies and logs one warning per process explaining the impact. A failure reading cookies now continues without them instead of failing the snapshot. README documents the option.
Tests
make coverage equivalent locally: tests.test_snapshot 96 OK (1 skipped) under percy exec --testing; test_cache 5, test_driver_metadata 4, test_robot_library 32, test_snapshot_units 45, test_init 7, all OK. Coverage 100%.
pylint percy/* tests/*: 10.00/10.
New tests, each confirmed failing against the old code:
cache: a writer thread that tries to insert during cleanup_cache iteration must be blocked until iteration finishes;
debug dump: written to a private temp file (mode 0600), no cookie values in it, nothing written to the working directory;
cookies: default forwards session-like cookies unchanged; opt-out sends [] across two snapshots with exactly one warning; get_cookies() failure returns no cookies without raising.
Snapshots now include browser cookies by default. Set PERCY_DO_NOT_USE_CAPTURED_COOKIES=true to disable cookie forwarding; authenticated assets may not load and snapshots may render incorrectly.
Responsive debug dumps no longer include cookies and are written to private temporary files.
Bug Fixes
Improved cache handling when multiple operations run at the same time.
Documentation
Added guidance on cookie forwarding, opting out, and potential effects on snapshots.
…pt-out
- Pin all GitHub Actions to full commit SHAs and add least-privilege
permissions blocks to every workflow
- Guard the session cache with a lock so parallel runners sharing a
process can't corrupt it mid-cleanup
- Write the responsive-capture debug dump to a private temp file without
cookies instead of a fixed file in the working directory
- Honour PERCY_DO_NOT_USE_CAPTURED_COOKIES=true to stop forwarding browser
cookies (warns once); cookie read failures no longer fail the snapshot
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The pull request changes GitHub Actions permissions and action references, adds locking to cache operations, and updates snapshot cookie handling and responsive debug dumps. The README and unit tests document and check the snapshot behavior.
Cache reads, writes, and cleanup now run under a reentrant lock. A concurrency test checks that a writer waits during cache cleanup and that its session is present afterward.

Summary
Cookie collection and forwarding percy/snapshot.py, README.md, tests/test_snapshot_units.py
Snapshot capture supports the PERCY_DO_NOT_USE_CAPTURED_COOKIES opt-out, logs its warning once, and returns an empty cookie list if retrieval fails. The README and tests describe and check these cases.
With debug mode enabled, responsive captures leave private DOM dump files in the temp directory, including partial files after write failures. The impact is limited to debug runs; consider adding cleanup before or shortly after merge.

Explanation
The changes stay within the linked security scope. Workflow pinning and permissions support PER-8912, PER-8916, and PER-8920. Cache locking supports PER-8915. Temporary debug dumps, cookie redaction, cookie opt-out, failure handling, README documentation, and their tests support PER-8922 and its sensitive-data handling. No unrelated implementation is demonstrated.
Full details: Linked Issues check
Explanation
PER-8912 is addressed: the five named workflows use full commit SHAs with version comments. PER-8915 is addressed: Cache.LOCK protects cache writes, reads, and cleanup iteration. PER-8920 is addressed: workflows declare scoped permissions, including the required write scopes for stale and changelog jobs. PER-8916 remains unmet: .github/workflows/test.yml still clones percy/cli from the user-selected mutable branch and runs yarn and yarn build; the change adds no full-SHA validation or allowlist. PER-8922 is only partly met: capture_responsive_dom writes a private, unpredictable, cookie-free dump, but _write_responsive_debug_dump does not delete the file after the CLI POST. The issue's cleanup requirement is therefore unmet.
Resolution
For PER-8916, remove the dynamic clone, or require a full 40-character commit SHA and validate it against an allowlist before cloning. For PER-8922, delete the temporary dump after the CLI POST in a try/finally path. Add or update tests for both controls.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Validate the CLI commit before running its build.
A selected percy/cli branch can move before the clone. The workflow then runs its scripts without verifying an approved commit, which allows changed branch code to run in the CI job and access its read-only token. Resolve the branch to a full commit SHA, check it against an allowlist, and build that exact commit. This is required by PER-8916.

Delete the responsive debug dump when the write fails, and plan cleanup after the POST.
In debug mode, _write_responsive_debug_dump leaves the tempfile.mkstemp() file on disk. If json.dump() raises, the partial file stays on disk. The except block only logs the error and does not remove the file. The PER-8922 objective also asks for cleanup after the CLI POST, and this code does not perform it.
Remove the partial file when the write fails:

For a successful dump, return the path from capture_responsive_dom and remove it in a finally block after the CLI POST in percy_snapshot. The logged path at line 1036 becomes stale after deletion, so update or remove that log line too. If the dump must remain available for inspection, resolve that conflict with PER-8922 first.
